How is the power sector in Angola set up?
Angola's power sector was split into three state companies: PRODEL (generation), RNT (transmission), and ENDE (distribution and sales). IRSEA is the regulator for electricity and water.
Most grid power comes from large hydro stations on the Kwanza River. Oil is Angola's main export, and Angola left OPEC with effect from January 1, 2024.
Key projects and programmes
These are public, well-documented examples from the sources below. They show how the market works.
- Laúca hydro power station on the Kwanza River, which reached its full capacity of 2,070 MW in 2023.
- Capanda and Cambambe hydro power stations, also on the Kwanza River.
- The Lobito Corridor: a 1,289 km rail line from the port of Lobito to Luau on the DRC border, run under concession by Lobito Atlantic Railway. In June 2024 the US International Development Finance Corporation (DFC) approved a loan of up to $553 million for it.
How are projects financed?
Large public projects in Angola have often been funded by export credit agencies and state-linked lenders, sometimes backed by oil revenue. Private and concession projects, such as the Lobito Corridor, combine sponsor equity with loans from DFIs and commercial banks.
Power projects that sell to the state utility depend on the strength of the PPA and, often, a government guarantee. Currency risk is important because the kwanza can move sharply against the US dollar.
What should investors, lenders, and off-takers check?
Common checks include:
- Who the off-taker is and whether there is a government or ministry guarantee.
- Currency of payment and the rules on converting kwanza and sending money abroad.
- Concession and licence terms, and how disputes are resolved.
- Local content rules and anti-corruption controls, given Angola's history of large state contracts.
